Use the Circular Array Trick

1. ؜Go in "Top" view
2. Select only the cylinder
3. Press Ctrl + D (duplicate)
4. Rotate the duplicate 22.5°
5. Press Ctrl + D repeatedly
6. → You will get a perfect 16-tooth gear.
